Rob Munro holds degrees in both law and science. After gaining experience as a litigator in the Wellington Office of a major commercial law firm, he later gained extensive regulatory experience while a member and later Acting Chair of the NZ Liquor Licensing Authority. He was a member of the Rugby World Cup Authority in 2011 and acts for other regulatory and disciplinary authorities. Earlier  work includes policy and legal analysis within the NZ Ministry of Defence and in liquor law for the NZ Law Commission. During the Vietnam war whilst attached to the Australian Army, he received a Royal Honour (mid) for distinguished service as an Intelligence Officer.

Later as a Member of Parliament (MP) for six years in the NZ legislature (in both opposition and government) he served on a range of parliamentary committees and chaired the Justice and Law Reform Select Committee. The Company law reform project (resulting in the enactment of the Companies Act  1993and other related  legislation) was the committee's major work. Rob also acted briefly as Speaker (Presiding Officer) of the NZ Parliament. He is an External Moderator in examinations conducted by the Institute of Professional Legal Studies for admission to the NZ Bar, and a NZ Law Society appointee on its Wellington Standards Committee (a lawyers disciplinary body).
